Explanation about the Rules
Paragraph 1, Article 17 of the Road Traffic Law
Punishment: Less than three month imprisonment or a fine of 50,000 yen or less
A bicycle shall pass on the roadway of a road where there is a distinction between a sidewalk and a roadway.

Bicycles shall keep to the extreme left side of the road.
Passage of a light vehicle on side strip
Paragraph 2, Article 17 of the Road Traffic Law
Punishment: a fine or police fine of 20,000 yen or less
A bicycle can pass on a side strip except when pedestrian's movements are greatly hindered. In this case, a bicycle shall move at a speed and in a manner so as not to hinder pedestrian's travel.
When pedestrians are around, you should get off the bicycle or move on the road!
This is the side strip.
On the road like the one below, bicycles are not permitted to travel on the pedestrian's side strip. Let's get off your bicycle and walk by pushing it or travel along the left side of the road way.
